Education Budget 2026: Finance Minister Nirmala Sitharaman unveiled the Union Budget 2026 on Sunday, revealing an unprecedented education allocation of Rs.1.39 lakh crore. This budget encompasses initiatives such as the establishment of a girls’ hostel in every district, the creation of five university townships, and the setup of content creation labs. The 2026 Budget strongly emphasizes the importance of skilling and preparing for future educational needs.

Key Proposed Announcements in Union Budget 2026

1. Content Creation Labs

A significant initiative in Budget 2026 is the creation of content creation labs in 15,000 schools and 500 colleges throughout India. These labs will concentrate on Animation, Visual Effects, Gaming, and Comics (AVGC) to enhance digital creativity and emerging media skills.

2. Five University Townships

The Budget suggests the establishment of five university townships adjacent to major industrial and logistics corridors. Each township will house multiple universities, colleges, research institutions, skill centers, and residential complexes, aimed at forming integrated education hubs.

3. One Girls’ Hostel Per District

The Finance Minister declared that a girls’ hostel will be set up in every district to assist female students who encounter challenges related to education, mobility, and employment opportunities.

4. Centre of Excellence in Artificial Intelligence

A Centre of Excellence in Artificial Intelligence for Education will be created to foster innovation in AI-driven learning tools, adaptive learning platforms, virtual laboratories, and classroom technologies for both schools and higher education institutions.

5. National Institute of Design (NID)

The Budget proposes the establishment of a new National Institute of Design (NID) in eastern India to enhance design education and promote innovation in the region.

6. TCS Reduction

The Finance Minister has suggested a reduction in the Tax Collected at Source (TCS) to 2 percent for remittances related to education under the Liberalised Remittance Scheme (LRS), which would provide considerable relief to students and families transferring money overseas.

7. Reduction of Merit-cum-Means Scholarship Allocation by 99 Percent

The Merit-cum-Means Scholarship, designed to assist minority students in their pursuit of professional and technical education, has experienced a severe cut in allocation—from Rs. 7.34 crore in 2025-26 to merely Rs. 0.06 crore, representing a decrease of over 99 percent.

8. Decrease in Maulana Azad Fellowship Allocation by 16 Percent

The funding for the Maulana Azad National Fellowship, an essential program that supports minority scholars in their MPhil and PhD research endeavors, has been decreased from Rs. 42.84 crore in 2025-26 to Rs. 36.14 crore in 2026-27, indicating a reduction of 16 percent.

9. Focus on Digital Infrastructure

Digital infrastructure remains a key focus, with enhanced broadband connectivity for educational institutions and further investments aimed at fostering technology-enabled learning environments across the country.

10. PM-Virasat Ka Samvardhan (PM VIKAS)

The PM-Virasat Ka Samvardhan (PM VIKAS) initiative has seen a substantial increase in funding, with an allocation of Rs. 303.27 crore for 2026-27 aimed at promoting traditional arts, crafts, and the skill development of artisans.
